 Disaster Advisory Council

The Disaster Advisory Council (DAC) provides the County with community input to support pre-disaster planning assistance and guidance, and post-disaster recommendations for rapid recovery and resiliency.

Authorized under Administrative Code AC-2-23, the DAC’s work includes:

  • Identifying opportunities to mitigate future loss of life and property damage through the management of recovery and reconstruction.
  • Establishing special committees and subcommittees within the Disaster Advisory Council to address specific issues arising during the disaster recovery process.
  • Advising the County on relevant recovery and reconstruction issues.
  • Making recommendations for participation in federal and state post-disaster hazard mitigation planning.
  • Provide input on the County’s major emergency planning documents, including:
    • Lee County Joint Local Mitigation Strategy (LMS)
    • Lee County Hazard Identification and Risk Assessment (HIRA)
    • Lee County Comprehensive Emergency Management Plan (CEMP)
    • Lee County Cost Recovery Plan
    • Lee County Disaster Recovery Plan
    • Lee County HMGP Project Prioritization List
  • Monitoring and reporting on the recovery process following a disaster, including recommendations on modifications to plans, Ordinances, or Codes to improve future response and recovery.

Emergency Plan

What is the Emergency Plan?

Lee County’s Comprehensive Emergency Management Plan (CEMP) explains the processes, procedures, and tools put in place to prevent, prepare for, respond to, recover from, and mitigate against the hazards identified in the Hazard Identification and Risk Assessment (HIRA), but will also be utilized for all hazards.  Lee County uses the Incident Command System (ICS), built on the National Incident Management System (NIMS) framework, to standardize all incident responses, and to prepare for and respond to disasters.  Using ICS provides accountability for each phase of an incident, as well as a written history of the event.  NIMS was officially adopted as the standard for incident management by Lee County Resolution No. 05-12-29 in 2005.

Method & Schedule for Evaluation, Maintenance, and Revision

  • The CEMP is updated regularly and submitted for State approval every four years by Lee County Emergency Management through a formal planning process involving stakeholders and address all hazards identified in the HIRA.

  • The CEMP relies on the emergency plans of other agencies, where noted.

  • The CEMP is reviewed at least biennially, and also as a result of exercises and/or events.



Mitigation​ ​ ​ ​ ​ ​ 

Mitigation involves efforts to reduce or eliminate loss of life and property by lessening the impacts of disasters. To be successful, we need to take action before the next disaster to reduce human and financial loss.

Studies show that investing one dollar ($1) in mitigation now will save us four dollars ($4) in the future.

Lee County's mitigation planning efforts revolve around the Joint Unified Local Mitigation Strategy (LMS). The LMS is a comprehensive plan that is reviewed and approved every five (5) years by the Florida Division of Emergency Management (FDEM) and the Federal Emergency Management Agency (FEMA).

The LMS includes a hazard and vulnerability assessment, mitigation goals and objectives for the community, and demographic information. It also comprises a prioritized list of mitigation projects that can be funded by grant opportunities after declared disasters.

Some examples of mitigation:

  • Hurricane shutters for a home, business, or government building.
  • Elevation of a flood-vulnerable building or home.
  • Drainage improvement projects.
  • Road/bridge improvement projects.
  • Creating wildfire buffers around development in vulnerable areas.
  • Public information and outreach programs that educate the community on disaster risk, preparedness, and mitigation.
