Scope Of Work:1.1. The Lee County Solid Waste Department is pursuing the development of a new single-stream Materials Recovery Facility (MRF) to be constructed on an approximately 20-acre site located in the Southern part of the County. The selection of the property (or properties) where this project may be located is not complete, and the COUNTY may require siting services from the CONSULTANT.

1.2. Approach to the MRF development is expected to be a Design-Build construction approach with an additional aspect or option for Design-Build-Operate.  The COUNTY reserves the right to seek an operations contract with the future selected Design-Build firm or to pursue the operations services under a separately solicited and negotiated operations only contract.

1.3. The MRF development is anticipated to include site development; internal access roads; inbound and outbound truck scales; two-story scale house building; approximately 3,200 square foot household chemical waste drop-off building; approximately 125,000 square foot pre-engineered metal building MRF with tipping floor, bale storage, nominal 50 ton-per-hour processing equipment, loading docks, employee facilities, and small visitor center; utilities; fencing; and stormwater management facilities.

1.4. To achieve the project objective as described above, the COUNTY seeks to contract with a qualified Firm to provide Professional Engineering Services to support project procurement, prepare the Design Criteria Package, serve as the designated Design Criteria Professional, and provide design oversight support services as well as construction support services for the Materials Recovery Facility project.
