Upper Captiva is a small coastal island community located on North Captiva Island, which is north of Captiva between Pine Island Sound and the Gulf of Mexico. The community is only accessible by boat, as there are no bridges to connect the island to the mainland of Lee County. Upper Captiva is working to use its community planning efforts to protect its unique way of life and distinct island character. To accomplish these objectives, Upper Captiva is actively engaged in a number of community planning activities:
  • Upper Captiva Community Plan and Lee Plan Goal 25 preserve the community’s character, scale, fragile environment and way of life by guiding future development, transportation resources and environmental efforts.
  • Upper Captiva Land Development Code (Chapter 33, Article XI) supports the community’s character and lifestyle by considering appropriate land development practices and standards.
