Upper Captiva is a small coastal island community located on North Captiva Island, which is north of Captiva between Pine Island Sound and the Gulf of Mexico. The community is only accessible by boat, as there are no bridges to connect the island to the mainland of Lee County.
  • Lee Plan Goal 26 is to preserve the community’s character, scale, fragile environment and way of life by guiding future development, transportation resources and environmental efforts.
  • The Land Development Code (Chapter 33, Article XI) supports the community’s character and lifestyle by considering appropriate land development practices and standards.

Community Project Presentations:

The owner or agent applying for the following types of county approvals must conduct one public informational session within the community plan area prior to obtaining a finding of sufficiency.
