National Flood Insurance Program (NFIP)

​The National Flood Insurance Program (NFIP), which is administered by the Federal Emergency Management Agency, is a federal provider of flood insurance policies. Flood insurance is required for mortgages on structures in areas designated as a Special Flood Hazard Area and Coastal High Hazard Area. Lee County joined the NFIP in September 1984 when the County adopted its first Flood Insurance Rate Maps. Those maps establish flood zones and base flood elevations to determine the cost of flood insurance premiums.

Background

A Flood Insurance Rate Map (FIRM) is a map created by the National Flood Insurance Program (NFIP) for floodplain management and flood insurance purposes. These maps are also known as flood maps.

FIRMS, or flood maps, are used to determine flood insurance premium rates and some building code requirements. By law, flood insurance is required for federally backed mortgaged homes residing in flood zones  beginning with the letters  A or V.

Flood zones or SFHAs (Special Flood Hazard Areas) are geographic areas that FEMA has defined according to varying levels of flood risk. Various sources of flooding include but are not limited to: riverine, poor drainage, sheet flow, coastal flooding, rain storms, etc).

A FIRM will generally show a community’s Base Flood Elevations (BFE), floodplain boundaries and flood zones


Flood Map Changes

  Lee County’s flood maps are constantly evolving because flood hazards change over time due to various reasons (how water flows and drains can    change due to erosion, land use, new development, natural forces, changes in topography, etc).

  Changes are made to flood maps to better reflect the current flood risk.  There are many types and levels of flood map changes. These flood map    changes can be initiated by private citizens (residents or their representatives), community officials or by FEMA. 

  The vehicle to which Flood map changes are made is through the Letters of Map Change (LOMCs) process.

  LOMCs are determination letters and associated documents, prepared and issued by FEMA, which officially amends or revises an effective Flood    Insurance Rate Map. There are different types of LOMC sub categories based on the complexity of the flood map change project.

  Changes to flood maps range from small map amendments correcting the flood zones of single lots or buildings all the way to large comprehensive map
  revisions changing flood zones, base flood elevations and possibly floodways affecting many flood map panels all throughout the County.

LOMCs are issued in three forms

LOMA (Letter of Map Amendment) is an official amendment of the effective NFIP FIRM map for a community. The LOMA provides FEMA's determination as to whether a structure or property that is on natural high ground (not elevated by fill) has been inadvertently included in the Special Flood Hazard Area (SFHA) show on the flood map. The LOMA (if approved) establishes the property or location to be outside the SFHA.

LOMR-F (Letter of Map Revision based on fill) is an official revision of an effective NFIP FIRM map for a community. The LOMR-F provides FEMA's determination as to whether a property (i.e., legally defined parcel of land or structure) has been elevated on fill above the Base Flood Elevation (BFE) and is therefore outside the SFHA.

LOMR (Letter of Map Revision) is an official revision (by letter) of an effective NFIP FIRM map. The LOMR produced is issued by FEMA to change flood elevations, floodplain and regulatory floodway boundaries and planimetric features. LOMRs typically are related to geographic areas of land (contiguous or isolated)
