COMMISSION APPROVES IMPACT FEE STUDY/
ORTIZ AVENUE WIDENING ITEM

FORT MYERS, Fla. (August 9, 2005) - The Board of Lee County Commissioners today approved the following items during its regular weekly meeting.  They are:

Ortiz Avenue - Authorized negotiations with AIM Engineering & Surveying to design the widening to four lanes of Ortiz Avenue from State Road 82 (Dr. MLK Jr. Blvd.) to State Road 80 (Palm Beach Boulevard).

Impact Fees - Approved a $15,900 contract with James Duncan and Associates to complete a Fire/EMS Impact Fees Update Study, to be completed within four-and-one-half months.

Occupational Licenses - Approved continuation of the $20 Small Quantity Generator (SQG) Surcharge on Occupational Licenses and expanded to all businesses as potential generators of hazardous wastes.  The revenue will be used for three environmental specialists and a planning technician to monitor compliance.

Utilities - Discussed a potential county-initiated amendment to the comprehensive plan to extend the county's water and/or sewer expansion area to faster growing parts of the county not served by a franchise (the State Road 80/Alva area was used as an example).  County staff will report back at a future meeting on any capacity, cost, and liability issues of such a plan.

Wetland Permits - Requested a position paper from the county's Smart Growth Director on a movement at the state regarding the possible delegation of wetland permitting authority for smaller tracts (10 acres or less) from the U.S. Army Corps of Engineers to the state.
