All Developer Projects—projects involving the construction of developer-funded system enhancements—are required to pay Review Fees and, in most cases, Connection/Capacity Fees prior to receiving Approval to Construct.

Connection Fees are set to increase May 5th, 2025

Review Fees

LCU Review Fees are calculated as 1 percent of the cost of constructed facilities that LCU will own and maintain after project completion or $835, whichever is greater. The cost of constructed facilities includes but not limited to:
  • Engineering
  • Permitting
  • Materials
  • Installation
  • Labor, etc. 
These fees cover the expenses associated with LCU staff’s reviews, inspections, project oversight, and support provided to the Developer, Engineer, and Underground Contractors throughout the project lifecycle.

Capacity Fees

Connection/Capacity Fees are determined based on the LCU Rate Resolution in effect at the time the Commitment to Serve is requested. These fees are calculated per Equivalent Residential Unit (ERU), where one ERU is defined as 250 gallons per day (GPD).

Payment terms for Connection/Capacity Fees are as follows:
  1. 50 percent of the applicable fees must be paid upon submitting the Approval to Construct Package and prior to LCU’s Commitment to Serve.
    • Commitment to Serve is granted once LCU staff signs any required Florida Department of Environmental Protection (FDEP) Permit Application(s) and/or approves the project’s construction plans.
  2. The remaining 50% must be paid before the constructed infrastructure is placed into service.

Connection Fees

The Commercial and Non-Residential Connection (capacity) Fee shall be used on the flow rates as outlined in Florida Administrative Code Chapter 62-6.008. The resulting gallons per day flow contribution as outlined in FAC 62-6.008 will then be multiplied by the respective rate per gallon as defined below.

Meter Set Fees

On February 4th, 2025, the Board of County Commissioners approved an increase in Miscellaneous and Capacity Fees. The Water Drop-In and Tap-In Fees are now to be based off actual cost.
