John E. Manning has been a resident of Lee County for more than 30 years with 18 years of public service experience. He and his wife, Donna, have lived in Cape Coral for more than 30 years, where they raised two daughters, Sarah and Melissa. John E. Manning received a bachelor’s degree from Northeastern University in Boston and Post Graduate Studies, Healthcare Economics from Purdue University.

He is an experienced and proven leader, having served as a Lee County Commissioner from 1988 to 2000 and since 2010 to today. He was also a city council member for Cape Coral from 1982 to 1986. He was a Consultant with the Fort Myers Office of Malcolm Pirnie from 2000-2011. Previously, he was a corporate benefit consultant for 28 years with both public and private sector clients. 

John E. Manning’s leadership will provide the Lee County Board of County Commissioners with a new direction for the future while seeking common ground on important countywide issues. He supports:

  • A LEAN BUDGET that provides for a core level of services to our citizenry while re-thinking service delivery and is fiscally responsible to our taxpayers.
  • Policies that promote TRANSPARENCY and ACCOUNTABILITY.
  • STRENGTHENING the ECONOMY by creating an expanded Targeted Industries list, and a MICRO LOAN PROGRAM to help Lee County businesses to expand.
  • A strong LEE COUNTY COMPREHENSIVE PLAN that encourages community planning for the future, PRESERVING the character of our RURAL AREAS, PROMOTING URBAN infill, PROTECTING the DRGR areas and CONSERVATION of environmentally sensitive lands.


Development of an interconnected TRANSPORTATION PLAN that looks to future growth, while seeking alternatives to automobile-driven trips and pavement building.
