State Housing Initiatives Partnership (SHIP)
SHIP is the centerpiece of the William E. Sadowski Affordable Housing Act. The SHIP program channels a portion of new and existing documentary stamp taxes on deeds directly to local governments for the development and maintenance of affordable housing.
SHIP Program Manual
The purpose of the Lee County SHIP program is to provide safe and
affordable housing for the very low, low and moderate income families.
This manual is a guide to all non-profit housing sponsors that use SHIP funds
to ensure the funds are spent in accordance with all state and county
requirements. The procedures outlined in this manual provide an overview
of the SHIP program. The manual provides a step-by-step guide; to include
applying for available funds, close-out packets, and managing the client file.

Local Housing Assistance Plan (LHAP)
LHAP was prepared for the County's participation in the SHIP program, in compliance with Florida Statute 420.907 and Florida Administrative Code Rule 67-37. The program is administered by the Lee County Department of Community Development, which also oversees the local government comprehensive plan, zoning, permitting, and environmental resources services. Lee County’s SHIP program provides funding and technical assistance to nonprofit housing development organizations and down payment/closing cost assistance to qualified homebuyers.

Lee County announces the availability of funding for the SHIP Program. The SHIP program was created per Florida Statute 420.907 and is subject to the rules of Florida Administrative Code 67-37, and the 2014–2017 and 2017–2020 Lee County Local Housing Assistance Plans. The total funding available for FY 2016/2017 (supplemental) is $104,136, 2017/2018 (supplemental) is $331,653 and the projected total distribution for FY 2018/2019 is $635,859 with $572,273 available.

Instructions for Documenting Special Needs
Special needs is defined in section 420.0004(13) Florida Statutes. Priority is to serve persons with developmental disabilities (as defined in section 393.063 Florida Statutes) by providing home modifications, including technological enhancements and devices that will allow homeowners to remain independent in their own homes and maintain their homeownership.
