Local Housing Assistance Plan
The Local Housing Assistance Plan (LHAP) was prepared for the County's participation in the State Housing Initiatives Partnership (SHIP) program, in compliance with Florida Statute 420.907 and Florida Administrative Code Rule 67-37. The program is administered by the Lee County Department of Community Development, which also oversees the local government comprehensive plan, zoning, permitting, and environmental resources services. Lee County’s SHIP program provides funding and technical assistance to nonprofit housing development organizations and down payment/closing cost assistance to qualified homebuyers.

State Housing Initiatives Partnership (SHIP)
SHIP - State Housing Initiative Partnership is the centerpiece of the William E. Sadowski Affordable Housing Act. The SHIP program channels a portion of new and existing documentary stamp taxes on deeds directly to local governments for the development and maintenance of affordable housing.
FUNDING AVAILABILITY: Lee County announces the availability of funding as authorized under the SHIP Program created per Florida Statutes 420.907 and subject to the rules of Florida Administrative Code 67-37, and the 2014/15 – 2016/17 and 2017/2018 – 2019/2020 Lee County Local Housing Assistance Plans. The total funding available for FY 2016/2017 (supplemental) is $406,506.87 and the projected total distribution for FY 2017/2018 is $1,859,828.00 with $1,673,845 available.

Instructions for Documenting Special Needs
At least 20 percent of the 2016-2017 SHIP allocation must be used to serve persons with special needs (as defined in section 420.0004(13) Florida Statutes). First priority will be to serve persons with developmental disabilities (as defined in section 393.063 Florida Statutes) by providing home modifications, including technological enhancements and devices that will allow homeowners to remain independent in their own homes and maintain their homeownership.
