(a)

ACTION REQUESTED:

Approve the award of Project # EX040168, the expenditure of a not to exceed amount of $110,000 for the purchase of modular furniture, accessories, and related services at Florida State Contract prices from Herman Miller Workplace for use on the 4th floor of the Community Development/Public Works building.  (The exact pieces of the furniture that will be needed are not known at this time.  To save time and money, pieces will be purchased on an as-needed basis - as the project is done in phases - once it has been determined what can and cannot be reused/relocated.)

WHY ACTION IS NECESSARY:

Purchases over $50,000 must be approved by the Board.

WHAT ACTION ACCOMPLISHES:

Allows the Department of Public Works to obtain the furnishings necessary to reconfigure the 4th floor of the CD/PW building.  (#20040007-Construction and Design)

ACTION REQUESTED:

Accept a Petition to Vacate a 12-foot wide Public Utility Easement located at 136 Wanatah Ave. S., Lehigh Acres, Florida 33936, and adopt a resolution, setting a Public Hearing for 5:00 PM on the 10th day of February 2004.  (Case No. VAC2003-00076)

WHY ACTION IS NECESSARY:

To build a single-family residence on the combined four (4) lots.  The vacation of this easement will not alter existing utility conditions and the easement is not necessary to accommodate any future utility requirements.

WHAT ACTION ACCOMPLISHES:

Sets the time and date of the Public Hearing.  (#20031508-Community Development)

ACTION REQUESTED:

Approve Purchase Agreement for acquisition of a parcel in Gladiolus Drive Widening Project #4043, in the amount of $85,000; authorize payment of costs to close and the Division of County Lands to handle all documentation necessary to complete transaction.

WHY ACTION IS NECESSARY:

The Board must accept all real estate conveyances to Lee County.

WHAT ACTION ACCOMPLISHES:

Acquires property for future widening of Gladiolus Drive.  (#20031489-County Lands)

 


(b)

ACTION REQUESTED:

Approve the recommendations of the Conservation Lands Acquisition and Stewardship Advisory Committee to pursue the acquisition of approximately 148 acres on Pine Island.  Authorize the Division of County Lands to begin the acquisition process for the property known as Conservation 20/20 Nomination 184.

WHY ACTION IS NECESSARY:

Required by Lee County Ordinance 96-12.

WHAT ACTION ACCOMPLISHES:

Begins the process of negotiation and purchase of certain, identified environmentally sensitive lands as set forth by County Ordinance 96-12 and the Conservation 20/20 Program.  (#20031501-County Lands)

ACTION REQUESTED:

Approve the Florida Communities Trust (FCT) Grant Contract for a grant award up to fifty percent of eligible acquisition costs of the Prairie Pines Preserve Addition not to exceed $2,729,222.50.  Approve budget amendment resolution in the amount of $2,729,223 and amend the FY 03/04 CIP budget for Conservation 2020 CIP for $2,456,300 and transfer out to the Environmental Sensitive Land Fund for $272,923 to manage the acquisition.  Also approve Budget Amendment Resolution in the amount of $272,923 in the Environmental Sensitive Land Fund for the 10% management portion of the grant and amend Parks and Recreation’s Operating budget.

WHY ACTION IS NECESSARY:

FCT must receive two executed copies of this Agreement before January 29, 2004.

WHAT ACTION ACCOMPLISHES:

Reimburses the Conservation 20/20 land acquisition funds for fifty percent of eligible acquisition costs of the Prairie Pines Preserve Addition (Conservation 20/20 Site 194).  (#20031528-County Lands)

WHY ACTION IS NECESSARY:

Board approval is required.

WHAT ACTION ACCOMPLISHES:

Will provide a consultant already on contract for the design of the Stringfellow Road/Pine Island Bike Path Project.  (#20031518-Transportation)

ACTION REQUESTED:

Award B-04-02, Lehigh Community Pool and Filter Renovation, for the Parks & Recreation Department, to the low bidder meeting all bidding requirements, Aquamarine Swimming Pool Company, for a total not-to-exceed contract amount of $210,329.00 with a contract completion time of 120 calendar days.

WHY ACTION IS NECESSARY:

Board approval required.

WHAT ACTION ACCOMPLISHES:

Provides County with a Contractor to furnish all labor, materials, and equipment for proper resurfacing of the pool, replacement of the pool deck, and installation of US Filters ES43-20-2 horizontal tank, sand filter system located at 1400 West 5th Street, Lehigh Acres, Florida.  (#20031520-Parks & Recreation)

 

 

(b)

ACTION REQUESTED:

Request Board authorize equestrian use on an interim basis at Prairie Pines Preserve, Popash Creek Preserve and the proposed Flint Pen Strand Regional Park and continued use at Caloosahatchee Regional Park, Buckingham Community Park and Nalle Grade Park. Continuation of use will be determined when the site-specific land stewardship plans are approved by the Board.

WHY ACTION IS NECESSARY:

Lee County Ordinance No. 01-06 requires designation by County Resolution of specific areas where animals may be allowed.

WHAT ACTION ACCOMPLISHES:

Allows the public, on an interim, limited basis, to enjoy equestrian use of several Conservation 20/20 sites including Prairie Pines Preserve and Popash Creek Preserve and the proposed Flint Pen Strand Regional Park.  (#20031525-Parks and Recreation)
